Who can borrow?
The Library is open to current students, faculty, and staff of the University of Dubuque with a current, valid identification card, as well as current students, faculty, and staff from Wartburg Theological Seminary (WTS), Northeast Iowa Community College, Loras College, and Clarke University with current, valid school identification cards.
The library also participates in following programs that allow patrons outside the UD community to checkout materials.
1) The State Library of Iowa's Open Access program
Who: Anyone who lives in the state of Iowa
How: Need to bring a valid identification (current driver's license, for example).

2) ATLA Reciprocal Borrowing Program:
Who: Students, staff, and faculty of participating seminary institutions. Also UD students, staff, and faculty can checkout materials from the same institutions.
How: Need to bring a valid institution's ID card.

Loan Periods
UD students and staff may check out books for four weeks and most multimedia and happy lights for two weeks. Material may be renewed twice if it is not needed by another person or for reserve. UD and Wartburg Theological Seminary faculty may check out material for the semester. All faculty material must physically be returned to the library at the end of spring semester.
Current students, faculty, and staff from NICC, Loras College, and Clarke College and participants in the State of Iowa's Open Access program may check out books for four weeks and most multimedia for two weeks.
Reference books do not circulate.
Recalling material
Any material that is checked out may be recalled. If a book that is checked out is needed by another person, the loan period for the person who has the book changes from four weeks (for students and staff) or the semester (for faculty) to two weeks from checkout. Material needed for reserve or class viewing (DVDs, etc.) will be immediately recalled. Hold requests and recalls are not available for Open Access patrons.
Lost material
Material that is not returned within three weeks of the due date will be declared lost. Patrons will be billed for lost items upon the end of each semester. Replacement charges will be assessed as follows:
- $40 per book
- $25 per DVD (except TV seasons)
- $50 per TV season or video game
- $25 per magazine or journal issue
* Charges for other items will be determined based upon replacement cost.
An additional $25 processing fee will also be assessed per item.
Prior to billing, patrons receive overdue messages. Items returned prior to billing incur no charges (the library does not charge overdue fines).
Library staff will purchase replacement materials if necessary. Patrons should not purchase replacement items.
Library notifications for UD faculty, staff, and students, including overdue notices, are sent to UD email.
Internet and Computer Use by the Public
Guests are welcome to use the UD_Guest wifi. There is no password. Once connected, guests will be asked to provide a valid email address in order to verify their connection. Guests are also welcome to ask staff for the log in and password to use library computers.

Library Environment
The Charles C. Myers Library serves UD students, faculty, and staff as a place to:
- study, read, and research both as individuals and in groups
- attend classes
- receive assistance with research
- relax and pursue extracurricular reading, check email, etc.
- connect with others in the coffee shop
- attend lectures, readings, concerts, and other special events
- use materials in the Archives and Special Collections
- experience a variety of artistic experiences
- receive assistance in the Academic Success Center
The library staff is dedicated to providing the UD community with a welcoming, attractive, safe facility. Policies regarding disruptive behavior and the public's use of the building are below.
Disruptive Behavior
Disruptive behavior is defined as any action or actions that disturb patrons, usually relating to noise that is continuous and/or not related to the academic mission of the library. Disruptive behavior will be handled by either the library staff or campus security following a standard procedure that is available at the Circulation Desk, Reference Desk, and Security office. Security may be called at any time at the discretion of the staff.
If Security removes a UD patron from the Library, that patron's library account may be suspended for a period of time. Other sanctions may be applied as well. If the person is not a currently a UD student, faculty or staff member, they may be banned from the library and campus.
Library policy states that cell phone ringers should be on silent while in the library. Calls that are quiet and brief are acceptable, but loud or long calls, including video calls or Facetime, are a disturbance and patrons may be asked to move to the stairway, coffee shop, or outside.
Use of the Building by the Public
The library participates in the State Library of Iowa's Open Access program, which allows current Iowa residents to borrow books from the collection. We especially welcome teachers and the entire community to use the resources of the A.Y. McDonald Curriculum Library, located on the second floor of the library.
The public is welcome at Sylvia's Common Ground and in the entire Library. However, any member of the public that is perceived as a disruption for any reason will be asked to leave.
Use of the Building for Private Business
The Library serves the educational needs of the University community. As such, it cannot be used as a temporary or permanent office for anyone not currently associated with the University of Dubuque. It is not available for private business transactions, including meetings, interviews, teaching, tutoring, or the like, whether for-profit or volunteer, without the permission of the University Librarian. Anyone not currently associated with the University conducting private business in the Library without permission will be asked to leave.
